Question Help? High Idle When Warm

I have a 91 ls automatic, i just did my HG's (220 miles ago)
i bought the car with BHGS and don't know what other problems it could have had.

when I start my car I wait for the idle to settle down to about 1000rpm that's all the further it will go down. once I drive for like 4 minutes the car idles fine in gear and neutral, but after like 15 minutes the car idles at 850rpm in drive, and about 1500 in neutral/park. The car also starts to downshift hard (due to high idle?)
Things I have tried:
Coolant bleed, I think I got all of the air out
FIV adjusted down
EACV
vacuum lines
car holds good temp.

Any help is very appreciated, I am 16 and don't have a lot of $$ so i need to get my baby working right.

Default throttle cables?

Ill bet you its the throttle cables going to the throttle body. Check and adjust. I had this same problem a coupe of times after doing a BHG. I was just in a hurry to get those cables on I wasn't adjusting them right. Check the online service manual for help.

okay, thanks ill check. I just didn't think that the throttle position could be the problem since it idles good for the first like 12 minutes. but i guess the computer could be overriding it

my throttle cables were at the factory mark but i tried adjusting and it didnt help, any other ideas?
