Telion came out looking for help and was delivered help, but Nadeem couldn't figure out how he got such a large PM box. I'm sure he investigated and might've even read some PM's, found telion was running a "business" even though it was really just a service and not really a money making company, and decided thats why he should enforce these rules to telion.

of course, this is all speculation based on Nadeem's response:
